13 Year Old Girl Digs Herself Out Of A Grave after Two Men Raped and Buried Her Alive

13 Year Old Girl Digs Herself Out Of A Grave after Two Men Rape and Bury Her Alive
A teenage girl dug herself out of shallow grave after she was raped by two men and buried alive.
The 13-year-old was snatched while walking to Koran lessons from her local village in Punjab and raped by the men in an isolated area.
Her attackers then buried her alive when they thought that she had died during the assault.
But she regained consciousness and managed to dig her way out of the muddy grave and flag down a passerby.
She was taken to a medical centre and survived her horrific ordeal.
According to media reports, her father Siddique Mughal told local police that his daughter had been taken.
But they initially refused to investigate the incident.
But they were ordered to arrest the girl’s alleged attackers by the Lahore High Court Chief Justice’s Complaint Cell.
A judge from the Toba Tek Sing area, where the attack took place, has also been asked to investigate the matter.
Child rape is becoming increasingly problematic in Pakistan.
According to Pakistani children’s charity Sahil, the number of children raped between 2002 and 2012 increased from 668 to 2,788.
One of the most notable cases was that of Kainat Soomro who was attacked by four men when she was aged just 13 in 2007.
She was shunned by her village after speaking out against her attackers and was labelled a ‘kari’ or ‘black virgin’.
Despite her own family being ordered to kill her to rid themselves of shame, they stood by her despite threats of violence against them.
Her father and one of her brothers were beaten, and another older brother went missing and was later found murdered.
Despite her quest for justice, her alleged attackers were eventually acquitted.
She told the Press earlier this year that her family has ‘lost everything’.

Vigilance group chief arrested for raping MAPOLY student

Liasu Oyedele

The police in Ogun State on Tuesday arrested an officer of the Ogun State Vigilance Service, Liasu Oyedele, over the alleged rape of a female National Diploma 1 Banking and Finance student of the Moshood Abiola Polytechnic, Abeokuta.
The 30-year-old VSO officer is currently detained at the Ibara Police Divisional headquarters.
The suspect, according to some MAPOLY students, who staged a peaceful protest to the office of the Commissioner for Women Affairs and Social Development, Mrs. Elizabeth Sonubi, was caught after he had already had carnal knowledge of the victim, who was said to be in her menstrual period.
The suspect was said to have accosted the student, who had gone for ‘Group Reading’ in preparation for the institution’s second semester examinations at Alewenu Village, Onikolobo, Abeokuta, around 10pm on Monday.
The placard-bearing protesters alleged that despite the fact that the victim was menstruating at the time, Oyedele allegedly raped her for close to two hours.
The victim, reportedly exhausted as a result of the rape, was said to have been rescued from the grip of the suspect by passers-by, who rushed her to an undisclosed hospital for treatment.
However, none of the officials of the state government was available to address the protesting students.
Addressing the MAPOLY students, the State Coordinator of the Child Protection Network, Peju Osoba, condemned the incident, describing the act as a crime against the state.
“It is a crime against the state and the Child Protection Network will ensure that justice is done,”  Osoba said.
She added that she had contacted the Ogun State Police Command to ensure a transfer of the case from Ibara Police Station to the Command Headquarters at Eleweran.
Osoba pledged that the state government would be formally informed of the incident while legal action would be taken by the CPN on the matter.
The acting Police Public Relations Officer, Abimbola Oyeyemi, confirmed the incident and the arrest of the VSO officer.
Oyeyemi, an Assistant Superintendent of Police said, “His case will be transferred to Eleweran for further investigation.”

Oduah in another car scandal, faces Reps panel today

The embattled Minister of Aviation, Ms Stella Oduah and President Goodluck Jonathan

The embattled Minister of Aviation, Ms Stella Oduah, has been linked to    another car purchase scandal.
This time, Oduah is said to have also approved the procurement  of two Lexus Limousine cars and two Toyota Prado jeeps.
The minister  is expected to appear before the House Committee on Aviation which is investigating the purchase of two  BMW bulletproof  cars for her by the Nigerian Civil  Aviation Authority at N255m.
But during the sitting by the Senate Committee on Aviation which is probing the crisis in the Aviation industry, the   Managing  Director of the Federal Airports Authority of Nigeria , Mr. George Uriesi,  said the  Lexus Limousine cars and Toyota Prado jeeps were in the custody of a bank.
Uriesi, who   said the limousines were bought  for  N60m each , added that  he did not have details of the cost of the Prado jeeps.
He explained that the bank whose name he did not give,    funded the purchase of the four vehicles.
The FAAN  chief told the six-member committee that  while Oduah gave the approval, somebody whose  name  he failed to mention, signed on his (Uriesi) behalf.
An obviously enraged Chairman of the Senate Committee on Aviation, Mr. Hope Uzodinma, lambasted  him  for receiving approval from the minister instead of the Federal Executive Council.
He was therefore ordered to  appear again before the committee on Monday with details of the transactions.
Uriesi, who was  said to have   sweated  in the air-conditioned room while the session lasted, was   also asked to bring along with him,  details of other vehicles   bought for  the agency’s  directors.
The  Senate  panel also resolved to  inspect the N255m bulletproof cars parked at the Nnamdi Azikiwe International Airport, Abuja.
Meanwhile, members of the House of Representatives Committee on Aviation are set to  quiz  Oduah on Wednesday(today) over the controversial bulletproof  cars.
The minister, who  was  summoned  by the committee to appear before it on Tuesday, had written ,  explaining that she had travelled to Israel to sign the Bilateral Air Service Agreement between Nigeria  and Israel.
On Monday, the committee  headed by Mrs.  Nkeiruka Onyejeocha, said Oduah would  now appear on Wednesday and not  Tuesday as ealier scheduled.
It claimed that  the decision was to give all stakeholders the opportunity to prepare their documents.
But the   committee    warned that it would not hesitate to take necessary actions against Oduah if she failed to turn up today (Wednesday).
As of  10pm on Tuesday, it was unclear if Oduah, who was on Monday accused by  the  House Committee on Public Procurement of shunning similar invitations 12 times, had returned from Israel.
As part of its preparations for the hearing,  a five-member sub-committee of the Onyejeocha-led Aviation panel  on Tuesday discreetly inspected the controversial bulletproof  cars at   the Nnamdi Azikiwe International Airport, Abuja.
A source privy to the visit, informed Here & There Gists that the aim was to “truly establish that the cars were bought.”
The source added, “This is an investigation and you do not leave anything to chance.
“The idea of the inspection team was to go to the location and physically see the cars.
“All these will form part of the final report to the House.”
When   contacted, Onyejeocha    confirmed that a team visited the airport to inspect the cars.
She, however, parried questions on the details of what the team saw.
The committee chairman  said, “Yes, it is true that we set up a committee to go and inspect the cars.
“The committee went to the airport but they have not reported back to us.
“If you are interested, come to the hearing tomorrow, please, PUNCH.
A senior official of the NCAA, who accompanied the sub-committee to the airport  said the lawmakers “saw the two bulletproof cars .”
The source added, “They   were satisfied. Some of them even stated that people were beginning to insinuate that  there were no cars. So, I think people can now ask the House members whether there are cars or not.”
Asked if  the committee members  were also shown the limousines parked at the Total Radar Coverage of Nigeria site at the airport, the official said, “I don’t like joining issues, because people are beginning to write what they like.
“The cars we are talking about here are the bulletproof cars and not limousines.”
The House spokesman, Zakari Mohammed, said sanctions that could be imposed on Oduah if she failed to appear before the Aviation committee included issuing a bench warrant to facilitate her arrest.
He said, “What the committee will do is to apply to the Speaker (Mr. Aminu Tambuwal) for a bench warrant to be issued for her arrest.
“Once that is done and the speaker approves it, the Inspector-General of Police will be directed to arrest her and bring her before the committee.”

FEC meeting fails to hold

The weekly Federal Executive Council meeting did not hold on Wednesday (today).
This was despite the fact that President Goodluck Jonathan who embarked on Christian pilgrimage to Israel last Wednesday has since returned to the country.
As at the time of filing this report, the Presidency has yet to give official reason for the cancellation of the meeting usually attended by ministers and top presidential aides

Boy, 14, rapes nine-year-old girl to death

Rapist

The police in Lagos State have commenced investigation into how a nine-year-old girl died, after sustaining injuries caused by alleged consistent rape.
According to police authorities, the deceased was raped over five times, by a 14-year-old student, Onyi Adimabua, in the Ikorodu area of the state.
The father of the deceased, Simeon Jigo, told PUNCH Metro that Onyi is the son of the proprietor of the school his daughter attended.
He said his daughter opened up about the rape when she started having medical problems.
The 77-year-old man said his daughter died on October 3, 2013.
He said, “Up until my daughter’s death, she was a pupil of Fulfilled Greenland School, Ikorodu, and she was in primary three. One day, she came home and started complaining of pains around her vagina, stomach area. We rushed her to Ikorodu General Hospital.
“A doctor checked her and after conducting some tests on her, told us that my daughter had sustained medical complications due to forced sexual intercourse. I was alarmed by this; so, I had a private discussion with my daughter.
“She told me that it was her school proprietor’s son, Onyi, that had been raping her. The boy had threatened to kill her if she ever told anyone about it.”
The indigene of Ondo State told PUNCH Metro that after initial treatments, he took his daughter to Arogbo in Ondo State to be taken care of but her condition continued to deteriorate.
A few days after the troubled father travelled to Ondo State, Onyi, accompanied by his parents, also travelled to Ondo State, to apologise to Jigo’s family. The girl, however, was said to have died that very day.
“On getting to the house where my daughter was, we discovered that she was dead. Onyi confessed that he had been raping my daughter prior to her death,’ Jigo said.
PUNCH Metro learnt that after the girl’s demise, irate youths in the area attempted to lynch the 14-year-old boy.
The bereaved father was said to have intervened and reported the matter to a nearby police station, where the teenager was held for safe keeping. The next morning, Onyi and his parents travelled back to Lagos.
The alleged rapist’s parents, in company with a chief in Ikorodu, reportedly visited Jigo when he returned to Lagos. The group were said to have pleaded that the bereaved father should not pursue the case but he refused.
Jigo said, “I went to the Ikorodu Police station to report the case but was surprised when the policemen on duty said I should not write any statement.  They only told me to write down my telephone number and said they would call me later.
“After waiting for many days without any call, I wrote a petition and the matter was transferred to the State Criminal Investigation Department, Yaba.”
It was however learnt that Onyi had been taken to his father’s hometown in Delta State thereby stalling police investigation.
The teenager’s parents,  however described the incident as the handiwork of the devil.
The 14-year-old boy’s father, Andrew Adimabua, said, “I trained that boy in the way of the Lord and expected so much from him. He has confessed to the act; there is nothing to hide. He told me that he learnt about sex by watching blue (pornographic) films.
“We are not hiding him and we will cooperate with the police. On the day the little girl died, he was beaten up and made to stay in the rain for hours. As a result, he contracted pneumonia so we sent him home for treatment. When he recovers, he’ll be taken to the police for questioning.”
Police Public Relations Officer, Ngozi Braide, who confirmed the incident to our correspondent on the telephone, expressed shock at the development.
Braide said Onyi would be re-arrested in the course of investigation.
“It is appalling that a teenager could indulge in such act. The matter is under investigation and the culprit will be re-arrested.”

Man Drugs Wife For 3-Day Marathon Sex

A nursing mother, Mrs Glory Ojuala, has narrated how her husband, Alex Ojuala, drugged her for three days in order to have sex with her a few days after she was delivered of a baby at her matrimonial home in Lagos State, western Nigeria.
The mother of three children made the shocking revelation at Ejigbo Customary Court in Lagos State on Monday while testifying before the court following a petition she filed before the court for dissolution of their 15-year marriage
The 30-year old housewife claimed that two days after she gave birth to their child, her husband started pestering her for sex in the presence of her mother, who was on a visit.
Glory told the court that she denied her husband sex because she was still recovering from pangs childbirth and was breast feeding, but he accused her of having extramarital affairs and cut the family’s daily feeding allowance to N100 to punish her.
Glory alleged that she did not know that her husband had an ulterior motive when she gave her a soft drink while she was eating on the day her husband drugged her.
The nursing mother alleged  that after she took the soft drink, she couldn’t explain what happened afterwards until she was revived in a hosptial three days later.
She said that she later knew that her husband drugged her to have sex with her when he confessed that he did so because she was denying him sex and was sleeping with other men.
She told the court that after the incident she moved out of his house and since then they have been living separately, while her husband abandoned their children for her to take care of them alone.
The embittered woman had petitioned the court seeking for the dissolution of their 15-year marriage on the grounds that her husband was threatening her life, did not take care of her and their children and beat her, adding that she does not love him anymore.
Glory narrated in court how Alex Ojuala, an indigene of Edo State, came to her village in Eket in Akwa Ibom State and married her at a tender age.
She said despite her age, she accepted to marry him against her family wish, only to be maltreated by him after they started living together.
She told the court that she believed that he charmed her to marry him and her suspicion was confirmed when she started attending church.
Glory asked the court to compel  Alex to take care of their children by providing for their upkeep and education.
In response, Alex denied all the allegations made against him and said he had been taking care of his family until trouble started.
Alex said he used to give his wife N200 daily before leaving for work and wondered how she would claim that he did not take care of her and their children.
He also said that he was no longer interested in the relationship and asked the court  to dissolve the marriage.
He promised to provide N10,000 for the upkeep and education of the children.
The president of the court,  Mr T. A.  Eko, queried Alex for abandoning the responsibility of the training their children for his estranged wife to shoulder and asked him to have a change of heart for the interest of the children.
The matter was adjourned till March 2014.

Nigeria To Witness Partial Solar Eclipse On Sunday —NASRDA

The National Space Research and Development Agency (NASRDA) has predicted that a partial solar eclipse will occur in different parts of the country on Sunday.
The Director-General of NASDRA, Prof. Seidu Mohammed, made the fact known when he briefed newsmen in Abuja on Tuesday.
Eclipse is an astronomical event that occurs when an astronomical object is temporarily obscured.
This occurs either by passing into the shadow of another body or by having another body pass between it and the viewer as seen from the earth.
Mohammed advised Nigerians not to panic unnecessarily as nothing untoward would happen on that day.
“These things are natural phenomena; Nigerians should not be afraid; the agency has responsibility to the nation, hence the reason for the early warning signal,” he said.
Mohammed said that the partial eclipse would not affect the airspace but advised Nigerians not to think that the world would come to an end because of the occurrence.
Prof. Opara Fidelis, Director, Centre for Basic Space Science, said that different parts of the country would witness the eclipse at different times of the day.
He said that for instance, Abuja would witness it at 1p.m., Lagos, 12:30 p m.; Kano, 1.07 p m. and Enugu, 1.04 p.m.
Fidelis, however, advised Nigerians to wear sunglasses to view the occurrence, adding that the glasses would protect their eyes from damage that might arise.
Meanwhile, the NASDRA director-general said that the agency would provide such glasses for some Nigerians, especially children and selected Nigerians.
He said that the entire African continent would be affected by the partial eclipse, while some other parts of the world would witness total eclipse.
Mohammed urged Nigerians to go about their normal businesses as such occurrences happened occasionally.
He said that partial eclipse would occur in April 2014, March 2015 and September, 2016.

Six die in fuel tanker explosion

A scene of petrol tanker fire i
Six persons were killed on Friday night in a fire from a tanker explosion in Maraban Jos, Igabi Local Government Area of Kaduna State, northern Nigeria.
Alhaji Abdullahi Kwarau, the Chairman of Igabi Local Government Council, said that the accident, which occurred on Friday night, involved two fuel-laden tankers.
He appealed to the state government to expedite action on the construction of more trailer parks on major roads in the state to avoid a recurrence of such accidents.
Gov. Mukhtar Yero of Kaduna State, who condoled with the families of those who died in the accident, urged drivers, particularly those of petrol tankers, to be extra vigilant while driving or parking their vehicles.
He assured the people that efforts were underway to ensure the timely completion of new trailer parks being constructed in Igabi, Kagarko and Birnin Gwari Local Government Areas.
Yero said that the state government was also collaborating with the Federal Roads Maintenance Agency (FERMA) to ensure the speedy completion of ongoing road projects to forestall recurring accidents on the major roads.
FERMA had constructed a trailer park at the Maraban Jos axis of the Kaduna-Zaria expressway to reduce the high rate of fires caused by petrol tankers and accidents caused by articulated trucks parked along the road.

Oshiomhole commissions 100 taxis for ex-Okada riders

from right: Governor Adams Oshiomhole of Edo State, Mrs Itohan Osahon-Ogbeide, Chairman, Ikpoba Okha Local Government and Chied David Edebiri, Esogban of Benin Kingdom at the commissioning of 100 cars purchased by Ikpoba Okha Local Government Area to be used as taxi by ex-motorcycle riders, in Benin City, today

Governor Adams Oshiomhole of the southern Nigerian state of Edo has commissioned one hundred units of Suzuki cars procured by Ikpoba Okha Local Government of the state for distribution to former motorcycle riders who were banned from operating in the area.
At the ceremony, Oshiomhole also said that the Ministry of Transport has been directed to ensure that all vehicles old or new used for commercial purposes are painted in the taxi colour approved by the State Government.
The Governor said “the value of these vehicles shows how a local government can complement the efforts of the state government. It was my lot to try to take into account the overall interest of our state, I found myself having to reverse myself when I announced the banning of Okada. It was not the best mode of transportation and for many of us who have travelled to other parts realised that it remains a shame”.
“But I had offered to support them because they were my allies during the struggle to reclaim my mandate. When the interest of the overall security of the state compelled me to reverse myself and to invest my political capital in order to enhance the security of the state, I had to take the painful but inevitable decision to ban the use of motorbike for commercial purposes in the three core local government that constitute the heart of Benin City.
“I did promise that we would try to provide palliative jobs for okada riders as well as take long term decision to increase the fleet of the Comrade bus and provide cars for the original okada riders. We are still working on that, so for me it was a brilliant surprise when the Chairman of the local government invited me to come and commission these taxis. I am not ashamed to say that you have worked faster than me” he said.
He said “let me use this opportunity to remind those who have bought private cars for commercial purpose to ensure that such cars wear taxi colour approved by the State Government.
“From now on, the task force and the police are advised that any vehicle that is not registered for commercial purpose or painted with commercial taxi colour will not be allowed to ply the roads of the state. If they do, they will be arrested and prosecuted according to the law and the vehicle impounded”, he added.
The Governor congratulated the Chairman and leadership of the party in the local government for putting the resources of the local government to judicious use.
Earlier in her address, the Chairman of the local government, Hon Itohan Osahon-Ogbeide said the presentation of the cars to the displaced Okada riders would be in two phases, adding the first phase is the flag off of the 100 Suzuki taxis sponsored by the Ikpoba Okha Local Government in collaboration with the Road Transport Employees Association of Nigeria.
She said the local administration has built primary schools, provided seats and tables to pupils and teachers, transformers to boost electricity in the various wards in the council area.
Mrs. Itohan-Ogbeide said the choice of the Suzuki taxis was based on the cost effectiveness, ruggedness and the three years warranty by the manufacturers.

Commutters stranded as BRT workers boycott work

Commuters in Lagos, western Nigeria, were stranded, Saturday morning, when workers with the Bus Rapid Transit, BRT scheme refused to work as they protested their unpaid salaries.
The commuters, who expected to board the bus after the monthly sanitation, were left to bemuse their fate when the boarding points at Ketu and Ojota bus stops were empty.
Here & There Gists findings revealed that the ticketers and drivers refused to work as their salary for last month had not been paid-a situation which they are not used to.
The ticketers and bus drivers met with their bosses at their Ketu office and efforts made by our correspondent to get the management to talk, proved futile as the correspondent was bundled out of the park and his recording device seized.
However, two of the drivers who later spoke on the condition of anonymity, accused a senior staff of cutting their earnings.
According to one of the drivers who claimed to be a senior staff,”since this man came on board, things have changed drastically. He has kept making promises which he has never kept for once. Our salary was always paid on the twenty-fifth of the month but now, we are yet to get our salaries.
“We used to get eight tins of milk monthly before he came but presently, we don’t get any and there isn’t any explanation for this.
“The leadership has not also told the truth about our salary because we earn just N45,000 as against the N75,000 that outsiders have been made to believe”.
Here & There Gists made frantic efforts to reach the boss for his side of the story but the tension in the office at the time of filing this report prevented him from talking to us.

Radio pranksters dupe Brazil boss Scolari into Costa revelationBrazil coach Luiz Felipe Scolari appears to have been duped by an impostor on Spanish radio into confirming he does want to call up Diego Costa for the World Cup.
Scolari has previously hinted during the Selecao’s apparent tug-of-war with the Spanish Football Federation over the Atletico Madrid forward that he is in a provisional 45-man group of players up for consideration for next summer’s tournament.
However, the 64-year-old has now inadvertently made his intentions clear as the victim of a prank call on Cadena COPE, talking to one of the presenters while believing he was Atleti President Enrique Cerezo.
“I have spoken with [Costa’s agent] Jorge Mendes, and he has said that he will talk with Diego,” Scolari told the ‘fake Cerezo'. "I have asked Jorge to see what may happen because I have intentions to call Diego for the two international games in November, when I will decide who to call for the World Cup.
“Yes, I want to call the player for the games of November 10 and 16 in Miami and Toronto. Have I spoken directly to the player yet? No, because when I spoke to Jorge he said that he would speak with Diego, who will say if he wants to talk or not.
“We have information that the Spanish team are going to call him, but we also have a letter from FIFA that does not tell us specifically if Diego can play for Spain or not. It is a case to study because he has played two matches for our national team. It is a situation for FIFA.
“There is a potential major decision, in going to the World Cup and I think he will choose Brazil and not Spain. But it is a case for the player. Would I call him to Brazil 2014? Yes, I have that intention. If today or tomorrow it was the World Cup, Diego would be called.”
Scolari was also asked for his view on the RFEF’s claims to Costa, who has scored 12 goals in 12 games for Atleti this season.
“I will have a meeting with the president of the Brazilian Football Confederation to ask for a letter, showing my dissatisfaction with the pressure that has been made by the Spanish Federation," he said.
The player said this week he has already made his mind up as to which country he wants to represent, but that "now is not the moment" to reveal it.
Soweto Woman Charged With Attempted Murder for Cutting Off Her B/F joystick

A woman accused of cutting off her boyfriend's joystick arrived at the Protea Magistrate's Court in Soweto on Friday.

Evidence Nkuna, 21, faces charges of attempted murder for allegedly attacking her boyfriend on October 6 when she found him with another woman and ordered them to strip unclad.

Nkuna allegedly took out a knife and cut off her boyfriend's joystick. She was arrested soon afterwards.

She was sitting outside the courtroom waiting for her case to be called.

She sat alone, looking down at her cellphone and occasionally staring into the distance.

Dressed in the same purple headscarf, beige trench coat and long skirt as she had in her appearance earlier this week in the Meadowlands Magistrate's Court, she made no eye contact or conversation with people around her.

She initially appeared in the Meadowlands Magistrate's Court on Wednesday on a charge of assault with intent to do grievous bodily harm.

Nkuna was released on bail of R2 500.

Mom ‘sold 12 daughters’ virginity’

A mother of 14 in Colombia tried to make ends meet, police say, by pushing her daughters into “hell” and selling their virginity for a couple hundred dollars.
Margarita de Jesus Zapata Moreno, 45, was arrested this week together with a 51-year-old contractor who police believe impregnated one of the young daughters.
She broke down in tears when she stood in front of the cameras after being arrested in Bogota, the Colombian capital. The Bogota Metropolitan Police say Zapata sold the virginity of 12 daughters to much older men seeking to have sex with young virgins.
Authorities also say the suspect would begin selling her daughters to men as soon as the girls turned 12 years old. She charged anywhere between 300,000 and 400,000 Colombian Pesos ($160 to $212) for a virgin.
But Zapata strongly denies the accusation. Colombian authorities often show high-profile suspects to the media shortly after arresting them. When Zapata was standing in front of the cameras Wednesday, one of the reporters shouted a question to her: “Did you prostitute your daughters?” She answered: “No, my darling.”
Colombian police say they learned of this alleged case of abuse because one of the alleged victims stepped forward. Authorities say one of the suspect’s daughters forced into prostitution gave birth to a baby boy when she was 14. She had refused her mother’s orders to have an abortion.

Lagos private wooden bridge owners make millions of naira everyday – Investigation

A wooden bridge linking Igando and Ayobo communities in Lagos... on Friday. Inset: Lekki-Ikoyi link bridge.Private individuals in Lagos have been capitalising on government’s failure to provide link bridges and good roads for its people and this has gone on from generation to generation.
For over 40 years, such investors have constructed wooden bridges, popularly called pako bridges, across the state and tolled users in return. The rush by investors to go into the business has, however, reached an unprecedented level in recent years.
In places where the toll bridges exist, pedestrians are tolled N30 each, while motorists pay N200 per vehicle. Besides, each occupant of the vehicle aside from the driver, is also required to pay N30. Meanwhile, the feeling has been mixed for users and residents that benefit from the linkages provided by such bridges.
While most users cringe at the weight of the tolls imposed by the investors, nevertheless, they identified with the important roles played by the toll bridges in connecting communities and opening up new areas. Many of the bridges are constructed over swamps, where only brave residents dared trudge across prior to the construction of the bridges.
So, in spite of the heavy tolls on the communities, some of which are poor, residents have resigned to fate, particularly with the government not showing interest in their situation.
Some examples of the toll bridges are found in Alimosho Local Government Area, linking Ashipa, Ayobo-Ipaja community to Igando community; Lanre through Sanni Thomas Street to Igando New town; Igesu and Egan communities; Baruwa inside community and Diamond Estate; Obadore and Ijagemo communities; Abegunrin and Idowu-Egba; and Pako community to Ketu community.
A visit to some of the bridges showed a similar mode of construction but varying physical conditions and modes of operation. Each bridge also posed its own peculiarity based on the environment it is sited.
The bridges at Ashipa-Igando and Lanre through Sanni Thomas Street to Igando New Town were estimated at around 300 metres each, while the Igesu-Egan bridge was estimated to be around 540 metres.
A small neighbourhood market had formed at the foot of the Ashipa end of the toll footbridge connecting the community to Igando. Residents descending the bridge into their community or transiting beyond Ashipa could get groceries, pepper, vegetables, and other items like footwear. Commercial motorcylists have also turned the feet of the bridge into major parks.
A resident of Ashipa, Mr. Lukman Mudasiru, said the bridge was constructed some 20 years ago.
“But before then, we used to tread the water or practically swim to cross over to the other side, even though, it was deep. Only the brave could try it then. Many people would pull off their clothes and put them on their heads to prevent them from getting wet,” he said.
Mudasiru said the other option was to spend a much longer time to reach a community just across the swamp, adding that the infamous bad roads in the area has continued to give the bridge relevance.  According to him, the bridge also serves people coming from or going as far as Ogun State from Lagos.
He said, “The bridge has opened up this area and aided development. The route is shorter for people working in Ikeja or even Lagos Island and living in far distances like Ejigbo, Olorunisola and Ishefun. Instead of spending hours going through Ayobo-Ipaja, which has very bad roads, they come through here.
“Even people living in places as far as Ota, Aiyetoro and Lafenwa in Ogun State or returning there after work pass through here. The only problem is that it’s a pedestrian bridge; we need one that will accommodate cars.”
Human traffic is often busy on the bridge, especially during peak hours. A number of beggars, also attracted by the number of users, sit on the bridge to solicit help.
The bridge is open between 4 and 12am everyday and has a gatehouse, where users pay tolls. It is understood that the bridge ought to open officially between 5am and 11.30pm, but for the pressure of users who wake up early to beat the morning traffic. So, electric bulbs supported by wooden stands and cables run the length of the bridge to provide light when it is dark.
“The bridge is always busy and there is a generator which is used to power the bulbs, so we see one another at night,” added Mudasiru.
But not everyone shared Mudasiru’s enthusiasm for the bridge.
Another resident, Alani Ogunlade, said the situation could get tricky for someone who could not afford the toll.
He said, “It’s not every time that people have money to pass, so sometimes, it can cause a serious issue. Some could decide to stay at home while some would want to force their way through.”
The traditional ruler of Ashipa, Baale Ayemojuba of Ashipaland, Chief Mudasiru Amusa, was even less enthusiastic about having a toll bridge within his community. He said the community had laid planks on the swamp before the bridge construction, but, however, admitted the overwhelming volume of the water, particularly during rainy seasons.
Amusa said he often suffers “heartaches” seeing his people being tolled on the way to and from their community.
He said, “It saddens me every time to see my people suffer like that, having to pay each time they leave the community or come in, but there is nothing I can do. I pity people who have to pay N60 to leave their home and come back and even spend more when they need to go out more than once.
“What we want is for the government to come in and build a concrete bridge for us so that people can enjoy the service without being ripped off. The queue in the morning on the bridge is massive. Many of such bridges are springing up in Lagos now. Many people are going into the business because of the huge profit in it. All the people working there (at the bridge) have grown big tummies.”
The bridges are either directly managed or contracted out to someone under an agreement to remit a certain amount daily to the investor.
It was learnt that Ashipa toll bridge was contracted out and investigation showed that about N250,000 is being remitted daily by the managers to the investor.
“About three years ago, it was N180,000 that was being remitted daily but today, it’s around N250,000. The police also come on Fridays to get their share from the managers,” a source close to the managers of the bridge, said.
However, the workers at the bridge declined to comment, insisting that the manager was not around.
Normally, the operation of the pako toll bridges involves identifying the communities in need of a linkage, usually separated by water or swamp, buying the land from the land speculators (omo onile) and putting the construction in place. Then the bridges have to be periodically maintained to prevent any mishap.
Investigation showed that one of the major wooden materials needed in large quantities for the bridge construction are the 4 by 2 hardwood and the 4 by 12 ft plank, locally called ‘Eki’ wood. It is said to be the best under the circumstance because it grows in water.
There have been reported cases of disputes over control and ownership of some of the bridges, particularly when the investor has to deal with more than one family (omo onile) in the process of buying the land or when too many people are involved in its operation.
A classical case is the multi-use wooden transit bridge at Lanre, which could accommodate automobiles. Some parts of the bridge appeared to be badly depressed, giving motorists undulating rides.
Investigation showed that the bridge was being managed by Mr. Oladipo Omojolowo, but that there was a dispute over its ownership and control, which were said to be in court.
The Chairman, United Ifesowapo Community Development Area and aggregate Chairman of Igando New Town CDAs, Mr. Sanni Thomas, said the dispute was responsible for the poor maintenance of the bridge.
He said, “The person managing the bridge now doesn’t want to fix the bridge since the case is in court and no one knows what the outcome will be.”
Thomas added that the idea of putting the bridge had sounded noble to community members, but that eight years on, the community had experienced more pains than gains.
He said, “Ordinarily, it could have been a very good business and it could have helped the community. Initially, what they (investors) told the community was that they wanted to link the road so that our children could go to school on the other side. So, the initial impression was that it would benefit the community but we’re not benefiting from it. The bridge brings a lot of traffic to the community that sometimes, we can’t even get into our own houses.
“The traffic damages our road quickly and it’s the CDA that’s taking care of the road without any support from the people collecting tolls from the bridge. It’s the same community that’s paying the security men patrolling the area and overseeing the bridge as well. It’s wrong that they toll the people and make so much from the community, and yet, can’t assist with grading the roads in the community. And the development and markets we thought it would bring did not happen; people don’t stop here, they go straight to Lanre. Same for the commercial motorcyclists.”
Also, Thomas said that vehicles sometimes fall off the bridge inside the swamp, spending days before they are removed.
Another resident on Sanni Thomas Street leading to the bridge, David Adigun, called on the government to “come to the aid of the community and construct a proper bridge.”
Enforcement seemed to be harder on the multi-use pako bridges since the attendants have to deal with pedestrians, motorists, motorcyclists and tricycle riders.
It was observed that to enforce payment of tolls, particularly from motorists and motorcyclists, attendants often had to close the gate to stop stubborn vehicle owners from passing through.
A mild drama ensued when a woman who identified herself as Alhaja Rasida, refused to pay for her children, none of who was older than seven years old. She insisted that she would not pay “a kobo” more than the N260 she was willing to pay for herself and two adults in the vehicle.
She later told Saturday PUNCH after about five minutes of having a tussle with the attendants, which she won. “How could they say they would collect N90 on these little children too? It’s N200 for a vehicle and N30 for each occupant apart from the driver, but I’d never agree to pay an additional N90 on these little children. The money is too much; it’s killing us. What kind of rubbish is that? Who gave them the rubbish permission to stand here and collect money?”
A source in the community said the bridge generates about N400,000 daily.
However, a lady at the office of Omojolowo, which was in the neighbourhood, said her boss was “not in town at the moment.”
Many owners and managers of the toll bridges live big in their communities. For instance, residents said Omojolowo’s house and office, which sit opposite each other on Oladipo Omojolowo Street, Igando New Town, easily dwarf other buildings on the street.
Residents, meanwhile, said Omojolowo’s fortune changed about seven years ago when he got into the business.
A resident who did not want to be named, said, “He used to work as a caretaker and later started selling palm-wine. His house was even draped in polythene bags. But things looked up for him when he linked up with others to start the tolling business.”
Meanwhile, a new multi-use pako toll bridge had just opened at Igesu, linking the community to Egan. A source in the area said the owner had invested about N33m in the project.
The bridge was new, so it was firmer and looked much neater, with modern lights to aid visibility for motorists at night.
A resident, Akeem Olawale, said going to Sango, Ogun State, from Egan would not take more than one hour using the bridge, while the other known alternative would not take less than two hours, if the traffic is light.
He said, “The bridge assists us to beat traffic. The road around here is very bad, so if you’re not taking the bridge to Sango, for instance, it will mean going round from Egan through Iyana-Ipaja and that could take close to more than two hours if there is no traffic.”
Efforts to reach the Chairman of Alimosho Local Government Area, in which many of the bridges fall, Mr. Israel Adekunle, were unsuccessful.
He did not answer his phone nor respond to a text message sent to his mobile line.
The State Commissioner for Works and Infrastructure, Dr. Obafemi Hamzat, however, told our correspondent that private initiatives were an important part of the environment.
He said, “Private initiatives are always necessary in all human endeavours in all societies. That is why there are private hospitals, schools and all others. As long as there are options, private initiatives will always be available.
“Remember, the state is adding to her infrastructure portfolio regularly. Can the deficit be eliminated in a year? No. So we have to keep attacking, which is exactly what the state is doing.”
The tale of toll bridges and roads in Lagos already appears to be twofold. While the wooden bridges on one side, service a section of the state that is largely dominated by modest dwellings, the tolled Lekki-Ikoyi suspension bridge and the Lekki-Epe Expressway are servicing another section believed to be living in more affluence.
For instance, the Lekki-Ikoyi link bridge which opened to the public in May 2013, did so amid controversies. Motorists are required to pay N250 toll on each car to use the suspension bridge, which the state government said it had handed over to a concessionaire. The proposal to toll the bridge had generated a prolonged debate by the state lawmakers at a plenary session, but the state government went ahead to open the bridge nonetheless.
Earlier, the controversial tolling on the 49.36km Lekki-Epe Expressway was also stiffly rejected by residents when the first of the toll gates was introduced at the Lekki Admiralty Way area in 2011. The state government claimed that the tolling was necessary because the reconstruction of the road was done under a concession deal with a private company. The controversial agreement signed between the parties was worth N50bn, with motorists paying N120 and N150 as toll on each car and SUV, respectively.
However, the state government recently said it had bought back the deal from the Lekki Concession Company Limited ahead of the 30-year period stipulated in the design, build, operate and transfer concession agreement.

Two planes collide at Lagos airport

Murtala Muhammed International Airport LagosThere was a minor accident on Friday at the Murtala Muhammed International Airport, Lagos, involving a Turkish Airline aircraft and a Max Air plane. The Turkish Airline plane wings collided with that of Max Air plane which had brought in Pilgrims from Saudi Arabia.
Here & There Gists learnt that the Turkish Airplane had landed safely but was taxiing to stop at the airport’s apron when its wing collided with that of Max Air.
The collision resulted in minor damages to both airplanes and sources said they had been  taken away for repairs.
An online newspaper said the Spokesman, Nigerian Civil Aviation Authority, Mr. Fan Ndubuoke, confirmed the incident. He however said damages to the aircraft belonging to both airlines were minor and that both planes had been taken away for repairs.
A similar incident occurred last year in Jos, Plateau State, when an Arik plane wings brushed an Airforce jet parked at the apron when the plane was taxiing to stop. There was also no casualty in the incident but only damages to both planes.

ECOWAS approves single customs bloc

Leaders of the 15-nation Economic Community of West African States (ECOWAS) agreed on Friday to implement a single customs tariff regime from 2015 in an effort to accelerate economic integration.
The Common External Tariff is designed to harmonize customs charged on imported goods to the bloc of some 300 million people.
“This is an objective ECOWAS has pursued since its creation 38 years ago and today we have crossed an important stage in the integration of our peoples,” the president of the Ecowas commission, Kadre Desire Ouedraogo, told Reuters.
The eight-nation Economic and Monetary Union of West Africa (UEMOA) – whose members form part of ECOWAS – already has a single-tariff scheme and a shared currency.
ECOWAS groups Cape Verde, Gambia, Ghana, Liberia, Mali, Nigeria, Sierra Leone and the members of UEMOA – Benin, Burkina Faso, Ivory Coast, Guinea, Guinea-Bissau, Senegal, Niger and Togo. ECOWAS aims to introduce a single currency throughout the bloc by 2020.
The summit also approved the introduction of a 1.5 percent levy to finance the activities of the community, to replace an existing 0.5 percent tax, which leaders agreed would be phased in over five years.
Ouedraogo said the introduction of a single tariff regime would kick-start stalled negotiations with the European Union on an Economic Partnership Agreement (EPA). The European Union is West Africa’s largest trade partner.
The talks had broken down over the speed at which West African nations were willing to open their market and lift tariff barriers. The two sides were also at odds over an ECOWAS request for compensation for the cost of adjustment to the new trade regime.

Keshi laments unpaid wages

Super Eagles Chief Coach Stephen Keshi: salaries unpaid by NFFNigeria coach Stephen Keshi has said he is very disappointed he is owed more than seven months salary, describing it as his worst experience as the country’s coach.
Keshi is on a monthly salary of five million Naira (31,500 dollars/22,800 euros).
He led Nigeria to their third Africa Cup of Nations triumph in February and he is only a game away from qualifying the country for the 2014 World Cup in Brazil.
The ‘Super Eagles’ won 2-1 in Ethiopia in a first leg playoff and will host the return match next month in Calabar.
Keshi is approaching two years at the helm of Nigeria and he told reporters that being owed salaries for many months has been his most disappointing experience as the coach of Nigeria.
“The lowest point of my career is working and not being paid for seven to eight months. I have never had this kind of experience before,” the former Nigeria captain said.
“In Mali, they will never owe you. Your salary will hit your account before the end of every month. It was the same thing in Togo.
“Owing me up to seven months makes me feel I am not being appreciated. It is like they, my employers, think I am being favoured in what I am doing.
“I am not being favoured. Whatever I am doing here, I am doing it with everything I have and I need to be respected to be given my pay.”
He added: “I don’t like discussing money issues and if there is any NFF (Nigeria Football Federation) member who said we can work for free, then I will want to speak with him face to face.
“If they say we can work for free and that they are not going to pay, so be it.
“I can’t have my family abroad and I will be in debt because I have not been paid for seven months and somebody is saying we should not complain.”
The NFF have said they are broke and have already been forced to slash the national team’s win bonus of $10,000 by half.

  • Ethiopia Bans Citizens From Travelling Abroad For Work
Ethiopia's government has temporarily banned its citizens from travelling abroad to look for work, the state-run Erta news agency reports

The foreign ministry was quoted as saying countless Ethiopians had lost their lives or undergone untold physical and psychological trauma because of illegal human trafficking.

The decision was meant to "safeguard the well-being of citizens", it added.

The travel ban will remain in place until a "lasting solution" is found.

The ministry said the government had taken various measures to limit the suffering of its citizens, including setting up a national council and a taskforce to educate them.

But those measures had not been able to address the problem sufficiently, it added.

Employment agencies will also be barred from facilitating travel abroad.

The scarcity of work opportunities is a major factor fuelling emigration from Ethiopia, which has Africa's second largest population. Youth unemployment is officially estimated at more than 50%.

Human rights activists also say a significant number of those classified as economic migrants flee the country because of political and economic oppression or ethnic discrimination by the state.

Many Ethiopians try to reach Saudi Arabia, travelling via Yemen by sea and entering the kingdom illegally. Thousands of others head for South Africa, Israel and Europe.

They often end up being smuggled, trafficked or subjected to mental and physical torture. And once they reach their destinations, many require humanitarian assistance or face a wide range of abuses from employers.

Teenage driver crushes toddler in Lagos

    Ikeoluwa Olaniyi

When three-year-old Ikeoluwa Olaniyi was playing with her friends in her grandfather’s compound in Ire Akari Estate, Isolo, Lagos, on September 3, 2013, little did she know that death was lurking.
PUNCH Metro learnt that a teenage motorist, Chinyere Wagbaranta, in company with her brother, Chisom, and a police corporal attached to Police Mobile Force 22, Felix Adebayo, in a Mercedes Benz Sports Utility Vehicle, drove into the compound carelessly, hitting the little girl and crushing her skull.
The victim’s grandfather, Adesola Elegbede, who spoke to our correspondent while fighting back tears, said Ikeoluwa was his first grandchild.
He said, “Ikeoluwa lives with me and my wife. Her father works in a bank and her mother works with an accounting firm, which are both located on Victoria Island. Ikeoluwa attends a school in Ilasa, which is not far from our house. She stays with her parents during the weekend.
“On the day of the incident, I came in and saw her eating yam just outside the main door and told her to go inside. A few minutes later, I wanted to go to my friend who lives a few houses away from mine and Ikeoluwa attempted to follow me but she met some of her friends playing in the compound so she joined them.
“A few minutes later, I heard a loud scream that Ikeoluwa had been crushed by a vehicle in the compound. I ran to the scene and observed that the side of her head had been crushed. I saw the vehicle that hit her but the occupants had fled. I carried my granddaughter to Good Health Hospital, where she was declared dead.”
Elegbede said he immediately ran to the Isolo Police Division to report the matter and it was there that he met the culprits.
He said Chinyere drove recklessly into the compound because she was on a mission to fight one of his neighbours.
He said, “I was told that Chinyere and her brother hired the Police Mobile Force member, who is attached to a bank in the area, to escort them to our compound to fight one of my neighbour’s children.
“They drove recklessly from Ire Akari Road into my compound and after crushing my little girl, the armed MOPOL aided them in escaping from the scene.”
The grandfather said four days after the incident, Chinyere’s parents, in company with the Divisional Police Officer, Isolo, Adamu Ibrahim, and a chief in the area came to apologise over the incident, urging him not to pursue the case.
Elegbede, however, berated the police for not handling the case professionally.
He said, “When they came to visit me four days later, I was shocked that the DPO escorted them to my place. Why should the DPO be pleading on their behalf, telling me it was the will of God? Anyway, I told them to go and beg Ikeoluwa’s parents because I am not her father.
“On September 9, the DPO called me again saying the Area D Commander at Mushin wanted to see all the parties involved but on getting there, the DPO told us to return to his own station.
“When I noticed that the case was not being handled properly, I asked the DPO to transfer the matter to the State Criminal Investigation Department, Yaba, but he refused to do this.
“I am aware that Chinyere is 18 years old and is an adult. I have already started hearing that the police want to manipulate her age, get her a fake affidavit and give her a soft-landing. I will not accept this.”
The victim’s grandfather said life had not been the same since the incident occurred.
While pointing to the spot where his granddaughter’s blood was shed, he said, “I cannot believe this. We are still in shock. Her mother has had to take leave from work and travel out of the country to take her mind off things. Imagine us losing such a pleasant and brilliant girl?”
When contacted on the telephone, the Police Public Relations Officer, Lagos State Police Command, Ngozi Braide, confirmed the accident to our correspondent.
Braide said the matter was reported as a fatal car accident and that Chinyere had been charged to court.

Outrage As Oduah Follows Jonathan To Israel

•Stella Oduah and President Goodluck Jonathan together at a function

Nigerians have expressed shock and indignation over the trip to Israel by Stella Oduah, the embattled minister of aviation, who is under probe following the BMW car scandal rocking her ministry.
Oduah jetted out of Nigeria on Tuesday and is with President Goodluck Jonathan in Israel to sign the Bilateral Air Services Agreement,BASA, with the jewish state.
Many prominent Nigerians who spoke on the issue said they were outraged that a minister under such a monumental financial scam could be allowed to travel out of the country along with a president who had just queried her.
They said Nigeria seems to be turning into a banana republic.
According to activist Joe Okei-Odumakin, President, Women Arise, Oduah’s trip to Israel is condemnable and offensive.
“It is highly condemnable and it shows how insensitive the minister is. At a time when she should be sober and when she should be explaining herself to the Nigerian people, she has decided to throw caution to the wind by travelling to Israel. It shows the arrogance of our public office holders,” she said.
She warned: “We want to sound a note of warning that Nigeria is being turned into a banana republic and we may need to go back to the trenches. We warn the probe committee to do a painstaking job.”
Ganiat Fawehinmi, wife of the late human rights crusader, Gani Fawehinmi, said she is scandalised at Oduah’s trip with Jonathan.
“It is shocking that she could be allowed to travel with the president at this time and it is only in Nigeria that such a thing can happen,” Mrs. Fawehinmi said.
“By now, she should have been dismissed because all fingers are pointing at her and she has not come out to deny it,” she added.
Mrs. Fawehinmi said the purchase of the two BMW cars at the whopping sum of N255 million is taking place at a time Nigerian students have been forced to stay home for almost four months due to alleged cash crunch.
“All the money being wasted by public office holders should have been put together and invested in our universities.”
According to Comrade Ibuchukwu Ohabuenyi Ezike, Executive Director, Civil Liberties Organisation, CLO, Oduah’s trip to Israel is not surprising in a highly corrupt country like Nigeria.
“We are not surprised at what Oduah did because Nigerian authorities since I999 have paid lip service to fighting corruption and crushing impunity.
“Rage by Nigerians without practical actions to chase away this class and reclaim our society will change nothing. The world is watching this ignoble act that brings shame on our people and society,” he said.
According to Achike Chude, Deputy Chairman, Joint Action Forum, JAF, Nigerians are outraged at the amount of money spent to keep a minister of the Federal Republic safe.
“But we have become less ambitious when it comes to corruption. It would appear that when we try to bring the multi billion naira crooks down and fail, then we try harder to bring the multi million naira crooks down,” he said.
To Debo Adeniran, Chairman Coalition Against Corrupt Leaders, CACOL, Oduah’s trip shows that Jonathan is not serious about fighting corruption.
“From all indications, it is clear that the President aids and abets corruption, if not Oduah won’t have the effrontery to boycott the National Assembly panel for a trip to Israel,” Adeniran said, adding: “Nigerians shouldn’t be surprised if Oduah is not punished at the end of the day.
According to Senator Babafemi Ojudu, the setting up of an administrative panel of inquiry by the Presidency to investigate the allegation against Oduah is a wild goose chase and another waste of time and dubious waste of the resources of the Nigerian nation.
Ojudu, in a statement in Abuja, said there are several financial crimes and corrupt practices agencies which are constitutionally empowered to carry out such investigations and make their reports available to the President.
He wondered why the president would set up a panel of inquiry, which colouration already tells a lot about the conclusions it would reach, to usurp the powers of these agencies.
Ojudu argued that the only reason for such a panel is because Jonathan does not have the stomach to really allow a proper investigation of the allegations against Oduah who had been said to have played a pivotal role in the president’s electoral victory in 2011.
Ojudu contended that judging from previous committees that were set up in similar fashion, it would appear that the Jonathan presidency was pooling another wool over the eyes of Nigerians.
President Jonathan, departing to Jerusalem for pilgrimage on Wednesday, set up a three man panel to probe the N255 million BMW cars scandal involving Stella Oduah.
Reuben Abati, Special Adviser to President Jonathan who made the announcement to journalists after the meeting of the Federal Executive Council, also confirmed reports that the President also issued a query in which explanation was demanded from the Minister over the car scandal yesterday.
The three-man administrative panel of enquiry that will probe Oduah will be chaired by the immediate past Head of Service of the Federation, Alhaji Isa Bello Sali.
The other members include Sambo Dasuki (retd), the National Security Adviser and Air Vice Marshall Dick Iruenabere (retd).
The Committee, according to Abati will investigate whether the procurement of the vehicles followed due process, the purposes the vehicles were procured for and other incidental matters.
The secretariat of the panel which has two weeks to complete its assignment will be provided by the office of the NSA.
